The Washington Post article has some misinformation.
In the first paragraph, they mention only tent camping, no showers, etc. But Phantom Ranch is a lodge with cabins and dormitories, with showers and a dining hall. The only tent camping is nearby at the Bright Angel Campground, not on the Phantom Ranch grounds.
The first tour mentioned is on Havasupai tribal lands, outside of the boundary of the National Park and is nowhere near Phantom Ranch.
Regarding who uses Phantom Ranch, the overnight mule trips are available to individuals. Because of the group limitations for both hikers and mule riders, it's rarely if ever that there would be a group mule trip. Group space is very limited and more difficult to get then individual space, and it's usually families requesting group space, not tour companies.
